Concessional, low-interest loans through QRAA

Concessional, low-interest loans can be obtained through QRAA (formerly Queensland Rural Adjustment Authority) for small to medium businesses and primary producers in a disaster-declared area (when activated), or with an Individual Disaster Stricken Property (IDSP) declaration.

The following council areas are now activated for Natural Disaster Relief and Recovery Arrangements (NDRRA) Category B assistance:

  • Balonne
  • Barcaldine
  • Backall-Tambo
  • Maranoa
  • Murweh
  • Paroo.

Concessional loans are designed to assist in meeting the needs of industry and small to medium businesses to re-establish operations on a viable basis following the effects of rapid-onset eligible natural disasters, including severe flooding.

Short-term loan funds may be made available where significant damage has occurred to buildings, plant and equipment, and stock.

The loans are provided to help with:

  • replanting, restoration or re-establishment of affected areas
  • sustenance
  • essential property operations
  • payment of rent or rates
  • replacement of farm buildings
  • restocking.

Freight subsidies

Freight subsidies of up to $5000 per disaster event are available for eligible primary producers located within a disaster-declared area under joint Commonwealth/State Natural Disaster Relief and Recovery Arrangements (NDRRA), or where a primary producer has a current IDSP declaration.

The following council areas are now activated for NDRRA Category B assistance: 

  • Balonne
  • Barcaldine
  • Backall-Tambo
  • Maranoa
  • Murweh
  • Paroo.

Individual primary producers suffering extensive property damage from the event, but who are outside of declared local government areas, are invited to contact us to arrange for an IDSP inspection by a Department of Employment, Economic Development and Innovation (DEEDI) officer so that they can access assistance.

Depending on the nature of the disaster and the damage that has occurred, freight subsidies in disaster-declared areas, or where producers have an IDSP declaration, may be made available for one or more of the movement of materials such as:

  • emergency fodder for livestock to the primary producer's home property
  • building, fencing materials, machinery and equipment movements
  • animals purchased for restocking as a result of the event
  • produce to market from the primary producer's home property (subsidies do not apply to small business)
  • fuel.

Note: A 'primary producer' is a person who spends the majority of their labour on, and derives the majority of their income from, a primary production enterprise.

Grants

Primary producers, small businesses and not-for-profit organisations in the local government areas of Balonne, Barcaldine, Blackall-Tambo, Maranoa, Murweh and Paroo are eligible for Category C assistance grants of up to $25,000.

Category C assistance grants are available from QRAA in two tiers:

  • Tier 1 - grants of up to $5000 to assist primary producers, small businesses and not-for-profit organisations with immediate early recovery (subject to future QRAA audit)
  • Tier 2 - grants of up to $20,000 to recover costs that the primary producer, small businesses and not-for-profit organisations have paid in order to repair direct flood damage.

To obtain an IDSP declaration, please contact us to arrange an IDSP inspection by a DEEDI officer.
