Sponsorship guidelines

Introduction

Queensland Primary Industries and Fisheries´ (QPIF) core business is economic development and developing profitable primary industries on a sustainable basis.

Purpose of these guidelines

The purpose of these guidelines is to assist applicants who wish to apply for sponsorship from the QPIF. The guidelines provide information on:

  • understanding QPIF´s objectives from sponsorship
  • assessing whether your project/event is suitable for sponsorship
  • understanding the stages of sponsorship and how applications are assessed.

QPIF provides sponsorship to support events and projects throughout Queensland which increase profitable primary industries for the state. Sponsorships allow the department to support important events while receiving benefits to the organisation for the equivalent value.

The sponsorship process allows the department to ensure all sponsorship requests are treated with consistency against the approach, judgment and evaluation criteria.

Organisations seeking sponsorship can apply every six months for up to and including $5000.

Sponsorship criterion

All sponsorship requests must align with at least one of the seven key priorities:

  1. attracting investment
  2. capitalising on our research and development potential
  3. managing biosecurity risks
  4. boosting exports
  5. promoting agricultural precincts
  6. improving skills and labour
  7. reducing impediments for business.

Evaluation of sponsorship application

Sponsorships will be evaluated against the following:

  • how well the event/project targets QPIF´s key audience of primary producers
  • range of expected tangible benefits to be received
  • relevance of activity to core business of QPIF and alignment to our key priorities
  • reputation of the organisation seeking sponsorship
  • conflict with other supporting activities
  • costs involved
  • extent to which sponsorship performance and suggested benefits can be assessed
  • value for money.

In addressing the criterion, applicants must disclose all matters that would affect QPIF´s decision to approve their sponsorship application. QPIF reserves the right and capacity to undertake reasonable checks of applicants at its discretion. Such checks may include referee checks and/or financial/probity checks of the applicant and the organisation associated with the applicant.

Should QPIF approve an applicant and then later become aware of matters that would disqualify that organisation from receiving sponsorship, approval for sponsorship may be withdrawn and QPIF will not accept responsibility for any loss or damage suffered as a result.

Who can apply for sponsorship?

Legal entities such as incorporated associations, local government and companies can apply for sponsorship. Individuals cannot apply.

The department encourages sponsorships that can build and strengthen the relationship between the department and stakeholder groups and associated and affiliated organisations.

An organisation that has previously received sponsorship from QPIF but has not provided an acquittal will not be considered for repeat sponsorship.

Types of activities considered for sponsorship

  • conferences
  • forums
  • seminars
  • events

Types of activities NOT considered for sponsorship

  • funding of individuals
  • projects/events that have already received a guarantee of whole-of-government support or support from Queensland Events Corporation
  • events where surplus funds are raised specifically to be donated to charity*
  • private or commercial activities
  • capital equipment or works
  • funding of research, trials or feasibility studies

*Events whose sole aim is to raise funds for charity via means such as entry or site fees will not be considered. Events that allow charities to fundraise at their venue (e.g. charity staff run a sausage sizzle or sell merchandise) can be considered for funding.

In addition, the following are also ineligible for sponsorship:

  • projects or events that are not consistent with QPIF´s vision, mission and key messages
  • projects or events that conflict with, or are similar to existing Queensland Government sponsorships
  • any project or event that entails high-risk activities or with poor occupational health and safety performance.

In return for the investment, QPIF must receive tangible benefits that provide value for money. Appropriate acknowledgment of QPIF´s support is mandatory. Benefits preferred by QPIF could be:

High value:

  • speaking opportunities to a targeted audience
  • opportunities to communicate a relevant message

Low value:

  • speaking at very large outdoor events
  • trade displays

How to apply

After reading the sponsorship guidelines, complete the on-line application form while sponsorships are open. Ensure that at least one of the department´s priorities are met.

All of the application form's mandatory fields must be completed including the provision of financial information of an ABN and a Certificate of Incorporation.

Key timelines

Applications for events/projects taking place between 1 January and 30 June 2010 are now closed.

Round 7

  • November 2009 - applications open for events between 1 July 2010 and 31 December 2010
  • 31 December 2009 - applications close
  • Late February 2010 - recommendations are approved and letters are sent to all applicants

Sponsorship obligations

All successful sponsorships and agreed benefits are to be supported by a signed formal agreement prior to payment being made. Where the requirements for a sponsorship cannot be met (supported by signed agreements, or associated accountability and evaluation requirements) financial support will not be provided.

Recipients are required to provide a financial aquittal within two months of completion of the sponsored event or project. Failure to provide an aquittal will be considered a breach of the agreement and will disqualify the recipient organisation from repeat sponsorship.

QPIF´s decision is final and binding

  • QPIF will be the final arbitrator of funding decisions under its sponsorship program.
  • Applicants will be notified of the success or otherwise of their application in writing.
  • QPIF may elect to, but shall be under no obligation to, give reasons for not accepting any application.
  • The applicant may apply for funding of the same event/project in future rounds.

Confidentiality and privacy

  • QPIF will be the final arbitrator of funding decisions under its sponsorship program.
  • Applicants will be notified of the success or otherwise of their application in writing.
  • QPIF may elect to, but shall be under no obligation to, give reasons for not accepting any application.
  • The applicant may re-submit the application if shortfalls in meeting the criteria in an unsuccessful application can be addressed.

Appendix A

Definitions*

Sponsorship is the provision of financial and/or non-financial (in-kind) support in return for:

  • promotion of government services to a specific target audience
  • information exchange
  • networking opportunities
  • profile raising for initiatives that are aligned with government priorities.

Sponsorship is not to involve or imply endorsement of an organisation, its products or services.

Grants are not sponsorships - they are money or goods provided to a recipient through a formally recognised program for a specified purpose and with no expectation of commercial return.

Gifts or donations are not sponsorships - they impose no obligation on the receiver and offer little or no return to the donor. Requests for donations should be sent directly to the Associate Director-General with a briefing note.

Purchasing or selling goods or services for value is not a sponsorship.

Personal information

Information Standard 42 defines ´personal information´ (with the exception of IPPs 6 and 7) to mean:

"... information or an opinion (including information or an opinion forming part of a database), where true or not, and whether recorded or not, about an individual whose identity is apparent, or can reasonably be ascertained, from the information or opinion."

Collection of personal information

In relation to the collection of personal information, Information Privacy Principle (IPP) 1 advises:

  1. Personal information shall not be collected by a collector for inclusion in a record or in a generally available publication unless:
    1. the information is collected for purpose that is a lawful purpose directly related to a function or activity of the collector
    2. the collection of the information is necessary for or directly related to that purpose.
  2. Personal information shall not be collected by a collector by unlawful or unfair means.

And further, IPP 2 advises:

"Where:

  1. a collector collects personal information for inclusion in a record or in a generally available publication; and
  2. the information is solicited by the collector for the individual concerned;

the collector shall take such steps (if any) as are, in the circumstances, reasonable to ensure that, before the information is collected or, if that is not practicable after the information is collected, the individual concerned is generally aware of:

  • the purpose for which the information is being collected;
  • if the collection of the information is authorised or required by or under law - the fact that the collection of the information is so authorised or required; and
  • any person to whom, or any body or agency to which, it is the collector´s usually practice to disclose personal information of the kind so collected, and (if known by the collector) any person to whom, or any body or agency to which, it is the usual practice of that first-mentioned person, body or agency to pass on the information."
