Departmental organisation

The Department of Primary Industries and Fisheries (DPI&F) is organised into five distinct business groups to maximise outcomes for Queensland´s primary industries. You can download a copy of the organisational chart from the link at the bottom of the page.

Biosecurity Queensland

  • Coordinates the Government's efforts to prevent, respond to, and recover from pests and diseases that threaten the economy and environment.
  • Works to ensure continued market access for our products.
  • Maintains our reputation for high standards of animal care and keeping.
  • Reduces the risk of chemical contamination and promotes a safe food supply.
  • Helps to ensure Queensland land and the environment is healthy and resilient.

Industry Development

Industry Development provides economic and industry analysis and strategic policy analysis and advice to the Minister and Director-General.

The division is responsible for establishing high-level departmental priorities, determining resource allocation and ensuring whole-of-government priorities and stakeholder inputs are reflected in policy development. It also develops strategies for industry development and adjustment, promotes trade and investment in primary industries and oversees the research and development strategy for the department.

This division includes the following business groups and units:

    • Policy and Coordination
  • Industry and Investment
    • Industry Development and Adjustment
    • Trade, Markets and Investment units
  • Research and Development Strategy
    • Research and Development Partnerships
    • Research and Development Portfolio Management.

Delivery

The Delivery division is responsible for undertaking services to support the department´s strategies and priorities for profitable primary industries. These services are delivered regionally, and include research and development, capacity building, business promotion services, industry assistance and adjustment measures.

The Delivery division ensures services are aligned with the department´s strategic direction and regional priorities. It also facilitates value chain development and regional collaboration initiatives in accordance with industry development strategies.

The division includes regional delivery and research and development delivery.

Regional delivery

The Department of Primary Industries and Fisheries (DPI&F) delivers services through its five regions:

  • North Region
  • Central Region
  • South East Region
  • South Region
  • West Region.

Each region is responsible for implementing individual regional plans and supporting service priorities and activities. They provide strategic intelligence on issues of importance to the region into DPI&F strategic plans. These regions will deliver business and industry services including capacity building, business building services, industry assistance and adjustment measures.

The regions are also responsible for research and development extension, delivering knowledge, skills and technology transfer to stakeholders resulting from research and development to support economic outcomes.

The Regional Directors represent the Director-General in the regions and develop and maintain key stakeholder relationships.

Research and development delivery

The delivery of research and development is coordinated through the Research and Development Coordination unit. It ensures that research and development activities undertaken across the state are directly supporting the delivery of research and development programs, which are in turn linked with the Department of Primary Industries and Fisheries' (DPI&F´s) strategic direction and priorities.

It also ensures that effective links are maintained with regional delivery to ensure that research and development outcomes are linked with extension activities and priorities. While it does not have a policy role itself, it analyses and interprets science to support strategic outcomes identified by DPI&F. It also ensures that consistent project management standards, approaches and practices and used by all research and development units, and that project reporting is timely, comprehensive and accurate. It therefore establishes and maintains leading edge quality control processes for all research and development projects and activities.

Research and development is delivered through four units:

  • Plant Science, including farming systems
  • Horticulture and Forestry Science
  • Animal Science
  • Emerging Technologies, including biotechnology, climate science, predictive precision systems, food science and sustainable production systems.

Fisheries

The Fisheries business group is based on fisheries resource management and compliance activities underpinned by sound policy principles, good science, an effective regulatory and enforcement regime and effective stakeholder engagement.

This group also encompasses regulatory and extension activities related to aquaculture licensing and development and industry adjustment activities associated with restrictions on access to, or harvest of, fisheries resources.

This business group delivers fisheries management and compliance through:

  • Fisheries Resource Management
  • Fisheries Policy and Sustainability
  • Fisheries and Aquaculture Development
  • Fisheries Resource Protection
  • Queensland Boating and Fisheries Patrol.

Corporate Capability

Corporate Capability underpins the day-to-day operations of the department, directing and managing administrative and governance systems and processes across all other functional areas, while providing timely, high-quality support and advice to the Senior Executive Team.

This area leads strategic planning, corporate positioning, corporate governance, and organisational development strategies and associated policy development within the Department of Primary Industries and Fisheries (DPI&F) including the delivery of effective financial management, workforce, information and communication technologies, strategic planning, performance reporting, legal and knowledge management functions.

This business group includes the following units:

  • Finance and Asset Management
  • Strategy and Performance
  • Strategic Leadership and Culture
  • Workforce Strategy
  • Legal
  • Corporate Integrity and Governance
  • Information and Technology Services.

Internal Audit

Internal Audit reports directly to the Director-General and ensures that DPI&F's management addresses identified shortcomings or improvements by conducting audits at whole-of-department and work unit levels and working with DPI&F staff in assessment reviews. It provides feedback on draft policies and procedures and ensures that effective controls are built into new systems and system changes.

Office of the Director-General

The Office of the Director-General provides high-level executive support to the Director-General and the department in delivery of DPI&F´s vision and mission. This includes managing the strategic link between the Minister´s Office and the department and liaison with government agencies, industry and stakeholders. The office manages the Director-General´s correspondence and schedule. It provides secretariat support to the Senior Executive Team and internal committees, as well as inter-departmental and national committees.
