To support industry and businesses, Queensland has collaborated with Agriculture Victoria to update entry conditions for tomato-potato psyllid (TPP) carriers moving from Victoria into Queensland.
These measures aim to prevent TPP from entering Queensland while minimising disruptions for Victorian producers of fruits, vegetables, cut flowers and nursery products.
Background
Movement restrictions were introduced on 9 December 2025 to prevent the TPP pest and its carriers from entering Queensland from Victoria. These restrictions already apply to carriers from Western Australia.
TPP was first detected in Victoria in November 2024. It has now spread to a residential area outside a previously established restricted area. As the psyllid is no longer contained, Victoria’s Area of Freedom Certificate was revoked on 8 December 2025.
TPP does not impact food safety and there is no risk to consumers.
Key updates to entry conditions
New or updated bilateral arrangements now allow the following movements into Queensland:
- non-host fruits, vegetables and cut flowers (not from the Solanaceae or Convolvulaceae plant families)—only if inspected and securely packaged
- non-host fruits, vegetables, cut flowers and host Convolvulaceous tubers (e.g. sweetpotato) and common potato (Solanum tuberosum) tubers without green plant material—only if inspected and confirmed free of green plant material
- cut flowers from host and non-host plant families—only if treated with an APVMA-approved insecticide, inspected for TPP and securely packaged
- host fruits and vegetables—only if appropriately washed, inspected and securely packaged.

Biosecurity certificate requirements
All TPP carriers entering Queensland must have a valid biosecurity certificate.
Exceptions
Non-host fruits and vegetables that are free of green plant material and packed in a packhouse do not require a certificate.
Business accreditation
Victorian businesses can apply for accreditation to self-certify products moving into Queensland.
- Businesses awaiting accreditation approval from Agriculture Victoria or applying under the new arrangements can continue to enter Queensland during a transition period ending at 11.59pm, Friday 12 December 2025.
- This temporary period supports businesses experiencing circumstances beyond their control in gaining accreditation.
Queensland Biosecurity Manual updates
The Queensland Biosecurity Manual has been updated to outline how to treat, inspect, source and pack materials that pose a biosecurity risk.
These requirements apply to TPP carriers from both Victoria and Western Australia.
