Our approach
To deliver on the shared vision, Primary Industries Prosper 2050 will be supported by a series of 5-year action plans that will be co-designed and shaped by local priorities to ensure collective and collaborative action.
The first series of action plans will be developed with the goal of growing Queensland’s primary industries output to $30 billion by 2030.
Regional action plans
The regional action plans will cover action to support all of Queensland's primary industries — agriculture, fisheries, forestry and the broader supply chain.
The 7 regional action plans will represent:
- Far North Queensland
- North and North West Queensland
- Mackay Isaac Whitsunday
- Central Queensland
- Wide Bay Burnett
- Darling Downs South-West Queensland
- South-East Queensland.
The regional plans will be co-developed with dedicated Regional Industry and Government Working Groups (RIGWGs):
- North RIGWG to co-develop the Far North Queensland and North and North West Queensland plans
- Central RIGWG to co-develop the Mackay Isaac Whitsunday and Central Queensland plans
- South RIGWG to co-develop the Wide Bay Burnett, Darling Downs South-West Queensland and South-East Queensland plans.
The RIGWGs will provide critical advice and input into the co-development of regional action plans.
Queensland Fishing and Seafood Action Plan
The Fishing and Seafood Action plan will implement the priorities for the sector agreed by industry and government in Primary Industries Prosper 2050.
The Fishing and Seafood Action plan will be developed with a goal of re-invigorating and growing the fisheries sector for the next 5 years.
To do this, we are working with our industry stakeholders to co-design innovative action that will drive sustainable growth and leverage co-investment.

Queensland Future Timber Plan
We are delivering the Queensland Future Timber Plan (QFTP) to ensure the state has access to the timber needed to build 1 million homes by 2044.
The QFTP is co-developed with industry and stakeholders to deliver a thriving and sustainable forestry and timber industry to meet the growing demand for timber for housing, construction and infrastructure.
Queensland Biosecurity Strategy
A strong biosecurity system is one of the foundations for the agriculture sector and is a key theme under Primary Industries Prosper 2050.
Actions from the Queensland Biosecurity Strategy 2024–2029 (and related Statements of Intent) will be incorporated into the Primary Industries Prosper 2050 regionally based and statewide action plans. This will ensure our efforts across the biosecurity system and investment in primary industries are focused, sustainable and help us achieve the goal of increasing primary production output to $30 billion by 2030.
Monitoring and reporting
We will be held to account with effective monitoring and reporting on progress. Government and industry will be accountable together for delivering change for the sector.
Monitoring and Evaluation Framework
A Monitoring and Evaluation Framework will guide the monitoring and reporting on progress over time at 3 levels:
- shared vision
- shared priorities
- on-ground delivery of actions.
The framework is intended to be used by all participants who collaborate to deliver Primary Industries Prosper 2050. It includes monitoring, evaluation, reporting, and improvement to ensure Primary Industries Prosper 2050 remains contemporary, continues to meet the needs and challenges of the Queensland primary industries sector, and that delivery stays on track.
Annual reporting
Annual reporting to track implementation, promote learning, adaptive management and continuous improvement will maintain momentum and support success over time.
Reporting on the effects that Primary Industries Prosper 2050 is having on the intended outcomes for the priorities will occur following implementation of each series of 5-year action plans. This may occur earlier if there is significant change to the challenges or opportunities facing Queensland's primary industries sector.
